JOB DESCRIPTION – Estates Officer

Job Title: Estates Officer
Grade: SCP 26 £19.32 per hour / FTE £37,280 per annum (Pro Rata)
Reports to: Town Clerk
Place of Work: Primarily The Columbine Centre, CO14 8PZ, with responsibilities across all Council-owned or managed assets within the parish (Frinton, Walton, Great Holland, Kirby Cross, Kirby-le-Soken)
Hours of Work: 30 hours per week on a flexible rota basis, including days, evenings, weekends, and occasional bank holidays

Main Purpose of Role

The Estates Officer is responsible for the hands-on maintenance, compliance, and safety oversight of Council properties and assets, including:

  • Columbine Community Centre
  • Council House
  • Beach huts and shelters
  • Bus shelters
  • Benches
  • Skate Park
  • Toilets operated by this council
  • Play Park at Gt Holland
  • Allotment sites
  • Other Council-owned or managed facilities (asset list not exhaustive)

The post ensures that all Council assets are safe, well-maintained, compliant with legislation, and operationally efficient. The Estates Officer will undertake risk assessments, compliance audits, preventive maintenance, light repairs, and supervise or coordinate contractors where required.

The role requires practical skills, initiative, and flexibility to manage and maintain a wide variety of assets across the parish.

Key Responsibilities

  • Carry out routine and preventive maintenance of Council assets, including minor repairs to buildings, furniture, fixtures, and equipment.
  • Conduct risk assessments and compliance audits in line with statutory requirements, including health and safety, fire safety, asbestos, legionella, and COSHH.
  • Maintain accurate records of inspections, repairs, maintenance, and compliance checks.
  • Ensure the security of Council buildings, acting as keyholder and main point of contact.
  • Maintain and operate mechanical, electrical, heating, lighting, and air-conditioning systems where competent, arranging professional servicing where required.
  • Manage and supervise contractors or external service providers, ensuring work is completed safely, efficiently, and cost-effectively.
  • Maintain grounds and external areas, including litter clearance, vegetation management, minor landscaping, and safe access in all weather conditions.
  • Inspect and maintain allotments, playgrounds, shelters, benches, beach huts, ensuring cleanliness, safety, and compliance with national and local standards.
  • Respond to emergency maintenance issues, coordinating with utility companies, contractors, and the Town Clerk.
  • Maintain stock and supplies for maintenance tasks, including cleaning, repair, and consumable items.
  • Ensure all maintenance and operational tasks are carried out in accordance with Council policies, procedures, and statutory legislation.
  • Support the management and operation of the Columbine Community Centre during busy periods, staff annual leave, or absence. As a key member of the Columbine Centre team, support council objective ‘Right People, Right Place, Right Time’ by assisting with porterage tasks, including setting up and clearing away furniture and equipment for hirers, and meeting and greeting customers, serving drinks at the bar as required to maintain business continuity and a high standard of service.
  • Undertake any other duties within the remit of Estates management as directed by the Town Clerk.

Practical Maintenance Skills – Ability to carry out general building maintenance including plumbing, carpentry, painting, minor electrical work, and general DIY tasks safely and effectively.Previous work experience in maintenance, estates, or facilities roles; examples of tasks undertaken.
Health & Safety Knowledge – Awareness of current legislation, including fire safety, legionella, asbestos, COSHH, and general risk assessment procedures.Experience conducting risk assessments, maintaining compliance records, or formal H&S training.

The Columbine Community Centre, located in Walton on the Naze and managed by Frinton & Walton Town Council, is a vibrant hub in this charming seaside town. It features a 350-seat tiered theatre and a versatile events facility, complete with conference rooms, a social area, a bar, and a coffee bar. The centre is integral to the community, hosting a variety of activities such as badminton, pickleball, bingo, keep fit classes, as well as special events like craft fairs and tribute acts.

Additionally, the Columbine Centre is home to a thriving community church group that meets every Sunday and includes an indoor bowls rink leased to a local club. Salary: Salary Point Level 2, currently at £12.65 per hour

Job Summary: The Assistant Facilities Operative will support the Facilities Manager in ensuring the smooth operation and maintenance of the community centre. This role involves a variety of tasks including cleaning, minor repairs, setting up rooms for events, selling of hot/cold beverages including alcoholic beverages, electronic administration, and ensuring the overall safety and cleanliness of the facility. The role has physical demands for which a suitable level of physical ability is required.

Key Responsibilities:

  • Assist in the daily cleaning and maintenance of the community centre, including restrooms, kitchen and bar areas, common areas, and offices.
  • Whilst on duty, responsible for opening, serving at, and closing the bar, including all related duties such as preparing drinks, maintaining cleanliness, restocking supplies, handling payments, and providing excellent customer service.
  • To support the Facilities Manager with email correspondence, record keeping in online electronic folders, processing data using Microsoft 365 applications including Word, Excel, Email.
  • Perform minor repairs and maintenance tasks as directed, including rodding drains, unblocking toilets if necessary.
  • Set up and take down furniture and equipment for events and activities including tiered theatre seating.
  • Monitor and report any safety hazards or maintenance issues to the Facilities Manager.
  • To greet and monitor contractors carrying out duties at the premises.
  • Assist with inventory management and ordering of supplies.
  • Selling/serving of hot/cold beverages, including alcoholic beverages.
  • Provide excellent customer service to community centre users and visitors.
  • Ensure compliance with health and safety regulations.
  • Assist with inspections and assessments of the premises and complete checklists to support compliance with safety legislation for both internal and external assets owned and or operated by the Council.

Experience:

  • Good oral communication skills with a good understanding of the spoken English language
  • Good arithmetic skills
  • Proficient in the use of Windows and Microsoft 365 applications including Word, Excel, Email, and the ability to organise and maintain digital work within online folders.
  • Previous experience in a facilities or maintenance role is preferred.
  • Basic knowledge of maintenance and repair tasks.
  • Previous bartender experience would be advantageous.
  • Ability to work independently and as part of a team.
  • Good communication and interpersonal skills.
  • Physical ability to perform manual tasks, including lifting and moving furniture.

Working Conditions:

  • Applicants MUST have access to a car, be insured for business purposes, and hold a full UK driving licence as you will be required to visit our other assets and premises.
  • This will often be a LONE Working position where you must be in charge of the premises, manage and maintain the building operation, fire and life and safety procedures
  • The role may require working evenings, weekends, and holidays over a shift pattern
  • Physical work including lifting, bending, and standing for extended periods.
  • There may be periods when lone working conditions apply
  • You will be provided with a uniform and safety footwear
